An incident occurs in which a deformed phantom that was sleeping for many years at a secret research facility in the domed city of Romdo suddenly wakes up and runs away. A young employee from the intelligence office, Re-l Mayer, encounters the runaway phantom during her investigation of an AutoReiv that was infected by the Cogito virus.
